Who We Are

The Office of the Director is organized into three components: the Immediate Office (IO), Central Operations and Resources (CORE) and Policy Analysis and Communications (PACS). Our staff are communication and environmental protection specialists, contract liaison specialists, and program and management analysts who support EPA’s mission of protecting human health and the environment.

Immediate Office

The Immediate Office advises the OAQPS Office Director on   

  • Regulatory policy. 

  • Continuous improvement initiatives.   

  • Policy direction and recruitment. 

The immediate office also manages the office director’s calendar and related administrative functions.

Policy Analysis and Communications

The Policy Analysis and Communications  group leads internal and external communication efforts for OAQPS.  

PACS is responsible for: 

  • Managing interactions with press, Congress, elected officials, and the public.  

  • Conducting policy analysis.  

  • Coordinating the internal OAQPS regulatory process.  

  • Writing and reviewing responses to correspondence.  

  • Coordinating social media efforts.  

  • Serving as advisors for public hearings and other public events sponsored by the organization. 

  • Coordinating and drafting speeches and presentation for senior leaders.

Central Operations and Resources

The Central Operations and Resources (CORE) is the business office for OAQPS. CORE consists of an immediate office (IO) and two groups (AAG, RPMG) that are focused on acquisitions and contracts and budget planning and execution.

Central Operations and Core Immediate Office (IO)

The CORE IO is responsible for managing and executing on the following program areas: 

  • Human resources actions.  

  • Senior Environmental Employee (SEE) program. 

  • Office-wide time keeping. 

  • Ethics program. 

  • Freedom of Information Act (FOIA) 

  • OIG and GAO Audits Liaison.

Acquisition and Accountability Group (AAG)

The Acquisition and Accountability Group provides oversight of the acquisition portfolio for OAQPS.  

We act as the Contracting Officer’s Representative for the purpose of monitoring financial activities, progress, and performance on contracts; act as business advisors to management and technical staff on contract issues, policies, and procedures as they relate to the organization’s operations; act in an analytical capacity for complex management studies and analyses of all organizational procurement activities and act as a business leaders, to ensure government‐contractor business relationships are mutually beneficial to EPA and the public.

Resource Planning and Management Group (RPMG)

The Resource Planning and Management Group provides budget planning and execution support to OAQPS. RPMG manages and coordinates annual planning activities for OAQPS including the development of the OAQPS technical budget, which is a detailed resource level for all budget submissions (e.g., Office of Management and Budget (OMB) and the enacted operating plan). We also provide a full range of budget execution services including funds certification, funds management, and budget reporting and analysis to support OAQPS.
