Risk Evaluation for Ethylene Dibromide

In August 2026, EPA released the draft risk evaluation and associated technical support documents for ethylene dibromide under the Toxic Substances Control Act (TSCA) for public comment.

EPA will accept public comments on the draft risk evaluation for 60 days in the ethylene dibromide TSCA docket (EPA-HQ-OPPT-2018-0488) at www.regulations.gov.

EPA designated ethylene dibromide as a High-Priority Substance in December 2019 and the chemical is currently undergoing risk evaluation.

What is Ethylene Dibromide?

Ethylene dibromide (CASRN 106-93-4) is a colorless liquid. The primary use of ethylene dibromide is as a fuel additive. Information from the 2016 Chemical Data Reporting (CDR) for ethylene dibromide indicates the reported production volume is between 1 million and 20 million lbs/year (manufacture and import).

Draft Risk Evaluation for Ethylene Dibromide

EPA's draft risk evaluation for ethylene dibromide identifies significant contributions to unreasonable risk to workers and occupational non-users driven by inhalation and dermal exposures under multiple conditions of use. The draft risk evaluation did not find unreasonable risk to consumers, the general population or the environment.

Using chemical-specific monitoring data, exposure modeling, and systematic review of the health literature, EPA preliminarily identified unreasonable risk to workers from non-cancer and cancer risk associated with inhalation and dermal exposure across 10 of the 12 conditions of use assessed, including four conditions of use that also present non-cancer and cancer risk to occupational non-users through inhalation exposure.

EPA will move quickly, after public comment, to finalize the risk evaluation. Should EPA continue to find unreasonable risk, EPA will then propose risk management actions under TSCA to address these unsafe workplace exposures.

EPA emphasizes that this evaluation is draft and does not represent a final Agency determination regarding the risks posed by this chemical. The findings and conclusions may change based on feedback received during the public comment period. Additionally, the release of a draft evaluation does not alter or impact any existing protections, regulations, or risk management measures currently in place for this chemical. All current safeguards remain in place.
