Public Notice: Proposed Issuance of a Title V Air Operating Permit to PotlatchDeltic Land and Lumber, LLC - St. Maries Complex for Its Wood Products Facility in St. Maries, Idaho on the Coeur d'Alene Reservation

Summary

In response to several requests, the EPA will be holding a virtual public hearing on December 3, 2024 at 1:00 - 3:00 pm PST. To accommodate the public hearing, the EPA is also extending the public comment period to December 17, 2024. See below for more information on the public hearing, and how to sign up to attend or testify. 

The EPA is seeking public comment on the issuance of a title V air operating permit to PotlatchDeltic Land and Lumber, LLC - St. Maries Complex (PotlatchDeltic) for its wood products facility located in St. Maries, Idaho on the Coeur d'Alene Reservation. The PotlatchDeltic facility is a major source of air pollution, and title V of the Clean Air Act requires such facilities to obtain an operating permit. A title V permit grants PotlatchDeltic the permission to operate in accordance with the conditions of the permit. The permit includes all air pollution requirements that apply to PotlatchDeltic, including emissions limits and monitoring, record keeping, and reporting requirements. It also requires that PotlatchDeltic report annually to EPA its compliance status.

Public Hearing

Pursuant to 40 CFR 71.11(f), a virtual public hearing has been scheduled for Tuesday December 3, 2024 from 1:00 – 3:00 pm PST. The purpose of the virtual public hearing is to provide interested parties the opportunity to present data, views, or arguments concerning the proposed action. The EPA will not respond to oral comments during the virtual public hearing. Each commenter will generally be limited to five to ten minutes, depending on the number of speakers, to provide oral testimony. Pursuant to 40 CFR 71.11(g), the EPA is extending the comment period on the proposed permit to December 17, 2024. This is the third extension to the public comment period.

To register to attend the virtual public hearing, please email r10_air_permits@epa.gov (include “Public Hearing for Draft PotlatchDeltic Title V Permit” in the subject line). Please indicate in your email if you would like to provide oral comments during the virtual public hearing. Please register by Friday, November 29, 2024. We will do our best to accommodate late registrations; however, once a public hearing session has begun, we may not be able to do so.

The virtual public hearing will be held via Microsoft Teams. EPA will send registrants the Microsoft Teams meeting link via email approximately one week prior to the virtual public hearing and will post the link to this public notice website. Please be aware that when you join the virtual public hearing, your name, phone number, and/or image thumbnail may be displayed to other hearing participants and captured in the recording. EPA will record the audio and video of the virtual public hearing. Speakers are not required to enable video to provide oral testimony. All oral testimony will be transcribed verbatim. The EPA will include the verbatim transcript and/or the audio and video recording in the administrative record for this action. By joining this virtual public hearing, you are consenting to the recording and dissemination of the recording and oral testimony as noted above.
