Public Hearing on Virginia's Coal Combustion Residuals Permit Program

On April 30, 2026, EPA announced a proposal to approve the application submitted by the Virginia Department of Environmental Quality to allow the Virginia coal combustion residuals permit program to operate in lieu of the federal coal combustion residuals program. In addition to accepting written comments, EPA will hold a hybrid in-person and online public hearing. The public hearing will provide interested persons the opportunity to present information, comments, or views concerning EPA's proposal.

EPA will hold a hybrid in-person and online public hearing about this proposal on June 24, 2026 in the Training Room at Virginia Department of Environmental Quality Piedmont Regional Office, 4949-A Cox Road, Glen Allen, Virginia 23060. The hearing will convene at 9:00 a.m. Eastern Time and conclude at 6:00 p.m.

Oral testimony will be limited to five minutes for each person. EPA may ask clarifying questions during the oral presentations but will not respond formally during the hearing to any comments or information presented at the hearing. A verbatim transcript of the hearing will be included in the docket for this action. Speakers may provide oral testimony in person or online.

EPA will accept written public comments through Regulations.gov until the close of the comment period on this action.

Note: Do not present or submit at the hearing any information you consider to be confidential business information or other information whose disclosure is restricted by statute.
