Offsite Compliance Monitoring (OfCM) activities have long been a tool in the Enforcement and Compliance Program toolbox and during the Covid-19 pandemic, EPA and its partner agencies necessarily became more dependent on them.  As we move out of the pandemic, both EPA and its partner agencies recognize an increased use and broader portfolio of OfCM activities may increase the efficiency and effectiveness of our enforcement and compliance programs.

To assess what we learned from the use of OfCM over the past two years, OECA with the Agency’s E- Enterprise for the Environment, state and academic partners will begin this evidence-based Compliance Learning Agenda project.

The OfCM project aims to answer the following research questions*:

  1. How does the effectiveness of Offsite Compliance Monitoring (OfCM) activities compare to onsite inspections?
  2. What outcomes does OfCM provide?
  3. Do OfCM tools support enforcement activities?
  4. What is the best use for OfCM?

*These questions involve multiple research efforts given the range of programs and OfCM tools that will need to be assessed. The details of the research question(s) and project opportunity are not set in stone; discussion and refinement are likely.
