  • On September 17, 2024, the Office or Air and Radiation signed the Cross-Media Electronic Reporting: Electronic Submission of Reports, Notifications, and Other Submission Types under 40 CFR Parts 59-63 notice. This notice allows all entities regulated by a subpart in 40 CFR parts 59-63 that have requirements to submit reports, notifications, or other types of submissions in paper format (and emailed reports in 40 CFR Part 60 Subparts AAA and QQQQ) to submit those reports, notifications, or other submission types in an acceptable digital format to the Compliance and Emissions Data Reporting Interface (CEDRI), which is an electronic system maintained by OAQPS.

Overview

EPA regulations codified in 40 CFR Part 52, 60, 62, and 63 require affected sources to electronically submit performance test reports, notification reports, and periodic reports to EPA. As a result, the EPA has developed the Compliance and Emissions Data Reporting Interface (CEDRI), which is located on EPA's Central Data Exchange (CDX). The CDX Web is the application used by EPA programs and various stakeholders to manage environmental data transmitted to EPA in order to meet EPA's electronic reporting requirements.

The CEDRI program service supports the submittal of four types of reports:

  • Performance Test Reports - The Electronic Reporting Tool (ERT), built in Microsoft Access, is used to generate files containing emissions source test data. Facilities upload these files to CDX using CEDRI.
  • Notification Reports - Typically, these reports submitted by the facility are a notification of compliance or initial notification of compliance however they could also be a general notification report submitted to EPA as a document upload or as a Microsoft Excel Template when combined with a Periodic Report. (Note: In CEDRI most Notification Reports will be uploaded in PDF form.)
  • Periodic Reports - Reports submitted by the facility that may demonstrate initial compliance or that demonstrate the facility has maintained continuous compliance with an applicable regulation over the reporting period (e.g., 6 months). These reports will be identified by the report names found in each specific rule; examples include: Compliance Report, Summary Report, Annual Report, and Excess Emissions Report. User's may have the following format options to submit a Periodic Report:
    • Spreadsheet template upload -  Users can fill out an Excel template that includes all of the data elements for a given periodic report (single facility or multiple facilities).
    • XML Schema  - Users can use the schema to prepare an XML file to create a periodic report form when available.
  • Information Collection Requests - EPA issues an Information Collection Request (ICR) to gather information that will help the agency review of rules (e.g., Plywood and Composite Wood Products). The ICR seeks specific information including emission inventories, compliance demonstrations, process changes, equipment configurations and information about control technologies/practices adopted since the application of maximum achievable control technology (MACT).

CEDRI also supports the submittal of Part 70, Part 71, and Part 49 Reports, Notifications, and Applications. Facilities subject to a state, local or tribal title V program approved under Part 70, the federal title V program under Part 71, or the federal tribal minor NSR under Part 49 can submit any reports, notifications, or applications with certification by a responsible official. Regulated facilities should check with their EPA Region or local permitting authority to see if they are willing to use CEDRI for these documents and to ensure that their approved title V program allows for submission of electronic documents in compliance with CROMERR. As long as the approved title V program allows for electronic submission, local permitting authorities can begin using CEDRI to receive these documents without any programmatic changes.

CEDRI supports submission of multiple reports at one time. CEDRI aggregates the uploaded files and/or completed forms into a single package for submission. The Certifier then certifies and signs the package using the CDX Cross-Media Electronic Reporting Regulation (CROMERR) service, and the reports are stored in the CDX CROMERR archive and are available to Certifiers, Preparers, and authorized EPA, regional, state, local, and tribal reviewers immediately upon submission. Following a processing period, copies of the reports are also subsequently sent to WebFIRE where the reports are available for public access. 

Important Note: Do not submit information you claim as confidential business information (CBI) to EPA via CEDRI. EPA will make all the information submitted through CEDRI available to the public without further notice to you. Anything submitted using CEDRI cannot later be claimed to be CBI. Furthermore, under CAA section 114(c) emissions data is not entitled to confidential treatment and requires EPA to make emissions data available to the public. Thus, emissions data will not be protected as CBI and will be made publicly available.

In order to use CDX and CEDRI, the requirements include:
