Extended Battery Producer Responsibility Framework – Battery Recycling Goals and Reporting Requirements

As required by the Infrastructure Investment and Jobs Act, EPA and U.S. Department of Energy (DOE) are developing an extended battery producer responsibility (EPR) framework. The framework will address battery recycling goals, cost structures for mandatory recycling, reporting requirements, product design, collection models, and transportation of collected materials. The framework will also support the United States’ broader goals of restoring domestic energy dominance and reducing dependence on foreign energy sources by increasing the recycling and recyclability of critical minerals and materials. Recycling batteries will also strengthen the domestic critical mineral supply chain, create jobs, and improve safety across the entire waste management and recycling industry.
On July 17, 2025, EPA and DOE hosted a virtual conversation on small and mid-format battery recycling goals, performance measures, and reporting requirements to understand the current performance targets, data collection efforts, and reporting included in state battery EPR legislation. EPA began by outlining the scope and purpose of the battery EPR framework and framed the conversation around setting a national recycling goal. EPA provided a summary of the current landscape of state battery EPR performance measures (e.g., collection rate, recycling efficiency rate) and battery recycling goals and shared current challenges on measuring the performance of a battery EPR program.
Following this overview, speakers from the Minnesota Pollution Control Agency and Washington State Department of Ecology shared insights on current performance measures in their state’s battery EPR programs, as well as challenges and lessons learned on data collection and reporting. Call2Recycle shared a summary of core performance goals and described how Call2Recycle tracks progress toward performance measures. EPA facilitated a conversation to gather insights on remaining challenges in setting accurate, quantifiable measures and goals to inform the framework. The presentation slides are included below.
