Public Notice: Midwest Manufacturing/North Farm Superfund Site, Kellogg, Jasper County, Iowa
Summary
Sixth Five-Year Review Completed
The U.S. Environmental Protection Agency (EPA) Region 7 has completed the Sixth Five-Year Review for the Midwest Manufacturing/North Farm Superfund site. Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), commonly known as Superfund, when hazardous substances remain on-site above levels that permit unrestricted use and unlimited exposure. Five-Year Reviews provide an opportunity to evaluate the site remedy to determine whether it remains protective of human health and the environment.
This Five-Year Review found that the remedy at the site is short-term protective of human health and the environment. Although vapor intrusion (VI) has been detected in the building, the levels remain below the industrial/occupational limits, and no private wells are being impacted. To be long-term protective, the following identified issues need to be implemented:
- Conduct vapor intrusion assessments and assess the need to mitigate VI.
- Investigate the cause of the elevated metals concentrations to determine whether these are comparable to natural background levels or due to site impacts.
- Investigate the source of the benzene and its impact to the groundwater.
- Conduct surface water and sediment sampling to assess potential accumulation of metals and volatile organic materials and determine the need for any long-term actions based on the results.
- Perform additional groundwater sampling to determine whether per- and polyfluoroalkyl substances (PFAS) are present in the site groundwater.
- Develop a long-term groundwater strategy consistent with current supplemental groundwater monitoring efforts and current Superfund guidance.
- Reevaluate the remedy and its effectiveness.
