The public meeting and hearing will be held on March 17, 2026, virtually via Zoom. You may request in advance to speak at the public hearing and/or ask questions at the public meeting by making your request within the online registration or requesting to speak when you arrive at the hearing. Oral comments will be limited to three (3) minutes each to ensure more opportunities for interested persons to speak.

Please note: EPA may close the hearing 15 minutes after the last pre-registered speaker has commented if there are no additional speakers present. The public hearings will be held in accordance with the requirements of 40 CFR 124.12. Once registered, all persons will receive a link for the meeting and those attending virtually can log in at the time of the meeting/hearing.

Summary

The Regional Administrator of Region 6 is seeking comments on a proposed narrow modification to the National Pollutant Discharge Elimination System (NPDES) General Permit No. GMG290000 for existing and new sources and new dischargers in the Offshore Subcategory of the Oil and Gas Extraction Point Source Category (40 CFR 435, Subpart A), located in and discharging to the Outer Continental Shelf offshore of Louisiana and Texas. A draft permit, fact sheet, draft Environmental Assessment (EA) and preliminary Finding of No Significant Impact (FONSI), and other supporting documents are available.

Region 6 is also seeking comments on the Draft Environmental Assessment (EA) and Preliminary Finding of No Significant Impact (FONSI) during the 60-day public comment period for this general permit. A complete draft permit and a fact sheet fully explaining the proposal are available online via the docket for this action at https://www.regulations.gov.
