Executive Order (E.O.) 14192 was issued by President Donald J. Trump in 2025. It directs all agencies to repeal at least ten existing regulations for each new regulation issued in FY 2025 and thereafter.

It further directs agencies that in FY 2025 “that the total incremental cost of all new regulations, including repealed regulations, being finalized this year, shall be significantly less than zero”.  For FY 2026 and beyond, the director of the Office of Management and Budget (OMB) “shall identify to agencies a total amount of incremental costs that will be allowed for each agency in issuing new regulations and repealing regulations for each fiscal year after fiscal year 2025.”

E.O. 12866 continues to provide agencies with structure over regulatory planning and review.  As such, OMB instructs agencies, except where prohibited by law, to continue to assess and consider both the benefits and costs of regulatory actions, including deregulatory actions, when making regulatory decisions, and issue regulations only upon a reasoned determination that benefits justify costs.
