Summary

First Five-Year Review Started

The U.S. Environmental Protection Agency (EPA) Region 7 has started the First Five-Year Review for the Minker/Stout/Romaine Creek National Priorities List Superfund Site. 

Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) when hazardous substances remain on-site above levels that permit people from using the land freely. These reviews check whether the cleanup plan is still protecting people and the environment. At this site, the main contaminant of concern is dioxin. This Five-Year Review is planned for completion by September 30, 2026.

The site includes a residential area approximately 25 miles southwest of St. Louis. In the early 1970s, the Bubbling Springs Ranch horse arena was sprayed with dioxin-contaminated oil to control dust. The dioxin-contaminated soil from the arena was later used as fill material in nearby residential areas. The EPA confirmed dioxin was present through soil sampling in 1982 and listed the site to the National Priorities List (NPL) in 1983 to aid in the cleanup of hazardous waste. Cleanup was completed in 1997.
