Solutia, J.F. Queeny Site, St. Louis, Missouri - Fact Sheet, February 2018
Public Comment Period for Proposed Final Corrective Measures
INTRODUCTION
EPA Region 7 invites the public to review and comment on the Proposed Final Corrective Measures for the former Solutia, J.F. Queeny facility, 1700 South Second Street, St. Louis, MO 63104, which is located south of downtown St. Louis, along the Mississippi River. The 30-day public comment period runs from Feb. 2, 2018, through March 4, 2018.
BACKGROUND
From 1901 until 2006, the Queeny Plant manufactured over 200 products using over 800 raw materials. The facility produced a wide variety of chemical products from artificial sweeteners to hydraulic fluids.
The purpose of EPA’s Statement of Basis is to summarize the risk posed by hazardous constituents at the site and the proposed final corrective measures to address the risk.
THE CONTAMINATION
The property is contaminated with volatile organic constituents (VOCs) in soil and groundwater, and a number of other constituents in soil including semi-volatile organic constituents (SVOCs), polynuclear aromatic hydrocarbons (PAHs), metals, and polychlorinated biphenyls (PCBs).
PROPOSED FINAL REMEDY
Groundwater monitoring and land-use restrictions are proposed for the Queeny site, due to the potential for VOC contaminants to migrate into the indoor air of current and future buildings at and near the site. The land-use restrictions will also include provisions for managing any soil excavated at the site in a manner that is protective of human health and the environment.

A formal public hearing has not been scheduled, but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to the EPA contact at the address listed below, and must state the nature of issues to be raised at the hearing. Comments or requests should be submitted by March 4, 2018.
EPA will make the remedy final only after the public comment period ends and all comments are reviewed. EPA may modify the proposed remedy or choose another one, based on any new information and comments from the public.
