EPA Region 7 Presents $6M to City of KCMO for Brownfields Grants
LENEXA, KAN. (AUG. 1, 2025) – Today, at 1810 Agnes Avenue in the Washington Wheatly neighborhood, EPA Region 7 Land, Chemical, and Redevelopment Division Director DeAndré Singletary presented a $6 million award to the City of Kansas City, Missouri, for their Brownfields Cleanup Grant and Revolving Loan Fund (RLF). Singletary was joined by Kansas City Mayor Quinton Lucas and City Manager Mario Vasquez.

"The $6 million EPA award opens incredible doors for Washington Wheatley and our broader vision of housing opportunity east of Troost,” Lucas said. “Cleaning up these 47 vacant parcels unlocks prime real estate for the affordable housing our city needs. Every brownfield site we remediate becomes a potential home for Kansas City families. Combined with our successful Revolving Loan Fund program, we now have the tools to transform an entire neighborhood and create hundreds of new housing opportunities."
EPA has selected the City of Kansas City, Missouri, for a $4 million Brownfields Cleanup Grant. The funding will be used to clean up 47 vacant parcels in the Washington Wheatley neighborhood on Agnes Avenue, Walrond Avenue, East 19th Street, and East 20th Street; and the former Benson Manufacturing Company site located at the intersection of East 18th Street and Agnes Avenue. The grant funds also will be used to conduct 16 public meetings.
In addition, the Kansas City RLF has been selected to receive $2 million as a result of its high-performing RLF program . The RLF program has successfully made loans or subgrants leading to 11 cleanup projects that are either completed or in progress. This new funding will help to complete even more projects including the Parade Park Homes.

This grant is part of FY 2025 Brownfields Assessment, Revolving Loan Fund (RLF), Cleanup Grants, and RLF Supplemental Funding announced in May 2025. This announcement included:
Brownfields Assessment, Revolving Loan Fund, and Cleanup Grants:
~$121.8 million for 148 selectees for Assessment Grants, which will provide funding for brownfield inventories, planning, environmental assessments, and community outreach.
~$88.2 million for 51 selectees for Cleanup Grants, which will provide funding to carry out cleanup activities at brownfield sites owned by the recipient.
15 million for 15 selectees for RLF Grants, which will provide funding for recipients to offer loans and subgrants to carry out cleanup activities at brownfield sites.
Brownfields Supplemental Revolving Loan Fund Grants:
$42 million for 34 high-performing recipients to help communities continue their work to carry out cleanup and redevelopment projects on contaminated brownfield properties. Supplemental funding for RLF Grants is available to recipients that have depleted their funds and have viable cleanup projects ready for work.

EPA’s Brownfields program began in 1995 and has provided nearly $2.9 billion in Brownfields Grants to assess and clean up contaminated properties and return blighted properties to productive reuse. To date, brownfields investments have leveraged over $42 billion in cleanup and redevelopment. Over the years, the relatively small investment of federal funding was able to leverage over 220,500 jobs from both public and private sources.
