FARMINGTON ELECTRIC UTILITY SYSTEM - BLUFFVIEW POWER PLANT - DRAFT NPDES PERMIT NO. NM0031135

AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM

In compliance with the provisions of the Clean Water Act, as amended, (33 U.S.C. 1251 et.
seq; the "Act"),

Farmington Electric Utility System - Bluffview Power Plant
101 N. Browning Parkway
Farmington, NM 87401

is authorized to discharge from the Bluffview Power Plant located at 755 W. Murray Dr.,
Farmington, San Juan County, New Mexico, to receiving waters named San Juan River in
Waterbody Segment Code 20.6.4.401, of the San Juan Basin, the discharge located on that
water at the following coordinates:

Outfall 001: Latitude 36° 43' 02" North, Longitude 108° 13' 20" West
in accordance with this cover page and the effluent limitations, monitoring requirements, and
other conditions set forth in Part I, Part II, and Part III hereof.
