New Mexico Statewide Municipal Separate Storm Sewer System (MS4) General Permit Proposal
The EPA Region 6 is proposing a NPDES Statewide general permit for storm water discharges from municipal separate storm sewer systems (MS4s) located in urbanized areas in the State of New Mexico. The proposed permit offers discharge authorization to regulated MS4s within the boundaries of the Bureau of the Census-designated 2000, 2010, and 2020 Urbanized Areas and any other MS4s designated by EPA as needing a MS4 permit. The proposed permit is intended to replace both the expired general permits NPDES Permit NMR04A000 and NMR040000 for dischargers in the state.

MS4s located within the following jurisdictions and other areas, including any designated by the Director, may be eligible for authorization under this permit:

- AMAFCA (Albuquerque Metropolitan Arroyo Flood Control Authority)
- UNM (University of New Mexico)
- NMDOT (New Mexico Department of Transportation in urbanized areas)
- Bernalillo County
- Sandoval County
- Village of Corrales
- City of Farmington
- San Juan County
- City of Aztec
- City of Rio Rancho
- Los Ranchos de Albuquerque
- KAFB (Kirtland Air Force Base)
- Town of Bernalillo
- EXPO (State Fairgrounds/Expo NM)
- SSCAFCA (Southern Sandoval County Arroyo Flood Control Authority)
- ESCAFCA (Eastern Sandoval County Arroyo Flood Control Authority)
- Dona Ana County
- City of Las Cruces
- Town of Mesilla
- Los Lunas Urban Area
- Los Lunas
- Belen
- Bosque Farms
- Valencia County
- City of Santa Fe
- Santa Fe County
- El Paso Urban area
- City of Anthony
- City of Sunland Park

- NMDOT located within and interconnected with regulated LANL (Triad and NNSA) storm sewer systems in Los Alamos and Santa Fe Counties
