Why We Did This Report
The U.S. Environmental Protection Agency Office of Inspector General initiated this project to describe the lessons we identify from select EPA OIG and U.S. Government Accountability Office reports to help inform the EPA’s future rulemaking efforts. We reviewed 17 reports.
Summary of Findings
We identified five lessons from these prior reports and categorized them into three programmatic themes: procedures, recordkeeping, and transparency. The lessons and themes are intended to aid EPA program managers and staff as they engage in rulemaking activities.
