Summary

On August 25, 2025, EPA received a request from the Skokomish Indian Tribe for a water quality certification for the Skokomish t3ba'das Watermain Extension Project (U.S. Army Corps of Engineers Seattle District project number NWS-2025-532).

Section 401(a)(1) of the Clean Water Act requires applicants for federal permits and licenses that may result in discharges into waters of the United States to obtain certification that the discharge will comply with applicable provisions of the Clean Water Act. Where no state agency or Tribe has authority to give such certification, EPA is the certifying authority.

In this case, the proposed project is within the Skokomish Reservation. Therefore, EPA is the certifying authority for this proposed project.

According to the application, the Skokomish Indian Tribe proposes to impact waters in order to install a waterline. The project is located in waters adjacent to Hood Canal near the town of Hoodsport in Mason County, Washington (latitude 47.340358, longitude -123.161059).

EPA is requesting comments on its Clean Water Act Section 401 water quality certification for this proposed project.

Project description

The Skokomish Indian Tribe proposes to impact approximately 49 linear feet of stream by excavating and discharging approximately 3 cubic yards of fill material. The project will connect two existing watermains with the installation of approximately 8,800 linear feet of 10-inch pipe in order to improve drinking water quality and quantity on the reservation.
