Public Notice: Water Quality Certification of Toklat River Gravel Extraction Project in Denali National Park and Preserve
Summary
On March 7, 2026, EPA received a request from the National Park Service for a water quality certification for the Toklat Gravel Extraction Project [U.S. Army Corps of Engineers Alaska District project number POA-2025-308].
Section 401(a)(1) of the Clean Water Act requires applicants for federal permits and licenses that may result in discharges into waters of the United States to obtain certification that the discharge will comply with applicable provisions of the Clean Water Act. Where no state agency or Tribe has authority to give such certification, EPA is the certifying authority.
In this case, the proposed project is within land that has been determined to be under exclusive federal jurisdiction; therefore, EPA is the certifying authority for this proposed project.
According to the application, the National Park Service proposes to impact wetlands and waters in order to extract gravel for park road maintenance activities. The project is located in the Toklat River in Denali National Park and Preserve in Alaska (latitude 63.5265, longitude -150.037481).
EPA is requesting comments on its Clean Water Act Section 401 water quality certification for this proposed project.
Project description
The National Park Service proposes to impact approximately 185 acres of waters by excavating approximately 66,600 cubic yards of fill material over a five year period. The project would conduct annual operations within contiguous 10 acre work areas at an extraction rate of 22,200 cubic yards every two years. Fill material would be collected from inactive channels and transported along a single haul route to an existing stockpile area at the Toklat Road Camp. Areas of extraction would be reconnected to the active channel at the end of the project to facilitate reclamation by natural water flows.
