Lead Service Line Inventories in Wyoming and on Tribal Lands in EPA Region 8

Service line inventories are the foundation from which water systems take action to address a significant source of lead in drinking water – lead service lines (LSLs). Establishing an inventory of service line materials and identifying the location of LSLs is a key step in getting them replaced and protecting public health.

Federal Service Line Inventory Requirement
The Lead and Copper Rule Revisions (LCRR) requires all Community Water Systems (CSW) and Non-Transient, Non-Community Water Systems (NTNCWS) to prepare and maintain an inventory of service line materials. Initial service line inventories for Wyoming and Region 8 Tribal water systems are required to be submitted to EPA Region 8 by October 16, 2024.
Required and Recommended Inventory Elements
A service line inventory must include:
- All service lines, regardless of the actual or intended use.
- Service line material classification for the entire service line (i.e., lead, galvanized requiring replacement (GRR), non-lead, or lead status unknown).
- Material classifications for both the system-side and customer-side where ownership is split.
- Location identifiers for lead and GRR service lines (e.g., street address).
EPA recommends that a service line inventory also:
- Include detailed location identifiers for all service lines;
- Add sub-classifications of service line materials;
- Include lead connectors where data are available;
- Track other drinking water infrastructure components potentially containing lead; and
- Document additional service line characteristics.
Service Line Inventory Reporting Requirements
No later than Oct. 16, 2024, water systems must submit to EPA Region 8 an inventory of service lines that is comprised of all the required basic inventory elements listed in the Federal Service Line Inventory Requirement section above. In addition, water systems must provide information demonstrating compliance with the Service Line Inventory requirements to:
- Review certain sources of information;
- Classify each portion of service line when ownership is split;
- Identify and track service line materials as they are encountered during normal operations;
- Make the inventory publicly accessible.
Regulatory Information
Submitting the Service Line Inventory to EPA Region 8
Water systems in Wyoming and on Tribal Lands in EPA Region 8 can submit their Initial Service Line Inventories to EPA Region 8 by either (1) through the EPA Region 8 Service Line Inventory Online Submittal Repository, or (2) opt-ing into our new GIS version of the Service Line Inventory, The EPA Service Line Inventory GeoSolution, brought to you for free by EPA’s GIS Online Platform.
EPA Region 8 Service Line Inventory Online Submittal Repository
Water systems that do not use the EPA Service Line Inventory GeoSolution can submit their Service Line Inventory files to EPA Region 8 using the EPA Service Line Inventory Upload Submittal Form. This form provides water systems an online repository to submit their service line inventories to EPA Region 8. Only use this form if you are turning in your completed service line inventory to EPA. No partial or draft copies please. Recommended file formats for the Service Line Inventory: Spreadsheet, Shapefile, File Geodatabase (FGDB).
EPA Service Line Inventory GeoSolution – A GIS Inventory Template
The GeoSolution is a GIS version of the EPA Service Line Inventory Template. This tool is a free service available to water systems in Wyoming and on Tribal Lands in EPA Region 8 to use for developing and maintaining their Service Line Inventories and submitting them to EPA Region 8. Your inventory data is securely hosted by EPA and kept private from public or unauthorized use and access. Turning in your GeoSolution Service Line Inventory is easy, just complete and submit the EPA Service Line Inventory GeoSolution Submittal form that is provided in the GeoSolution user account platform to finish your inventory. This action will deliver your GeoSolution Inventory to EPA for final review.
If your water system would like to utilize the GeoSolution for the Service Line Inventory, then please complete the EPA Service Line Inventory GeoSolution Opt-In form to sign up. Each water system can request up to 5 users. Each user will be assigned to their own user account. Individual user accounts cannot be shared amongst multiple individuals. Multi-Factor Authentication is required.

EPA’s Guidance for Developing and Maintaining a Service Line Inventory supports water systems with their efforts to develop initial service line inventories and provides primacy agencies with needed information for oversight and reporting. The guidance provides essential information to help water systems comply with the 2021 Lead and Copper Rule Revisions (LCRR) requirement to prepare and maintain an inventory of service line materials by October 16, 2024. Small Entity Compliance Guide
EPA’s Developing and Maintaining a Service Line Inventory: Small Entity Compliance Guide supports water systems, particularly small water systems, in complying with the 2021 Lead and Copper Rule Revisions (LCRR) initial service line inventory requirements. EPA’s Small Entity Compliance Guide helps explain the initial inventory-related actions small community and non-transient non-community water systems are required to take under the LCRR.

Service Line Inventory Technical Assistance
EPA’s LSLI Technical Assistance Contract for Tribal Public Water Systems
EPA Region 8 has contracted with the Oneida Total Integrated Enterprises and CH2M Joint Venture (OCH JV) to offer free technical assistance to eligible Tribal public water systems for development of initial service line inventories. OCH JV can assist eligible Tribal water systems with reviewing existing records, listing all service connections, assigning location identifiers, completing EPA’s Service Line Inventory Template, and submitting the initial service line inventory to EPA. State of Wyoming’s Lead Service Line Project - Technical Assistance Program
WY RISK IT? The Wyoming Lead Service Line Project is the State of Wyoming’s free lead service line technical assistance program for eligible Wyoming public water systems. The Wyoming Office of State Lands and Investments (OSLI) and the Wyoming Department of Environmental Quality (DEQ) have launched the Wyoming Lead Service Line Project Website, leadfreewyoming.com, to help protect public health by assisting Wyoming communities in identifying service line materials in drinking water provider distribution systems. This site offers online resources to water providers and customers in Wyoming to access the information needed to complete the lead service line inventory.
To access these resources, water providers will need to sign up for the Wyoming Lead Service Line Project - technical assistance program on the Wyoming Lead Service Line Project Website. Wyoming Structures Built Date (2023 Lead Service Line Prioritization Study)
This web-based map depicts the results of the Wyoming Lead Service Line Prioritization study conducted in 2023 by the EFC (Environmental Finance Center) at Sacramento State. The purpose was to show the likelihood of lead service lines based on data collected on the age of the structures built on parcels of land throughout the state of Wyoming. Records indicating that first development took place around and before the time of the federal land ban would be indicative of some likelihood of lead and increase in likelihood as records get older. Records indicating that the first development was right after the lead ban to present would indicate where there is the least likelihood of lead. Water systems in Wyoming may find these resources helpful in identifying where there is a possibility for lead service lines to prioritize investigation and replacement, and also where they might be able to rule out lead service lines.

LCRR FAQs for Water Systems
