Title

California – Local Government Waste Tire Cleanup and Amnesty Grant Programs

Purpose

These grant programs provide funding for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires collected at cleanup projects and amnesty events. Previously offered together as one grant program, the Waste Tire Cleanup Grant and the Waste Tire Amnesty Grants have been separated. The Waste Tire Cleanup Grant Program will be offered every two years in even years and the Waste Tire Amnesty Grant will be offered every two years in odd years. Each program will have a two-year grant term.

Waste Tire Cleanup grants include:

  • Funds for the collection, removal, transportation, recycling, and disposal of California waste tires from tire piles and areas where illegal dumping has occurred. Funds are limited to the removal of waste tires along public rights-of-way and on private property.

Waste Tire Amnesty grants include:

  • Funds for date-specific events for the public and are not intended for the disposal of waste tires from waste tire generating businesses (Public Resources Code section 42954(7)). Amnesty events 1) allow citizens to bring waste tires to convenient locations for proper management up to twice per month per location or 2) can consist of a coupon program that allows citizens to bring in waste tires on specified days.

Eligible Applicants
  • Local governments (cities, counties, or cities and counties) as defined in PRC section 48617.
  • Special districts.
  • Qualifying Native American Tribes.
  • Joint Powers Authorities as an eligible entity (where all of the participating entities are otherwise eligible).
Eligible Activities

Collection, removal, transportation, recycling, and disposal of waste tires from illegal tire piles and areas where illegal dumping has occurred along public rights-of-ways. Date-specific tire collection events.

In fiscal year 2020-21, $1,250,000 was available for the Local Government Waste Tire Cleanup Grant Program. The maximum grant award is $100,000 for single jurisdiction applicants and $250,000 for regional applicants.

In FY 2022-23, $1,250,000 was available for the Local Government Waste Tire Amnesty Grant Program. The maximum grant award was $100,000 for individual applications and $250,000 for regional applicants.

Total to Be Awarded CalRecycle allocated $1,250,000 for the Local Government Waste Tire Amnesty Grant Program for the FY 2022-23.

Solicitation Process/Timeline

  • Application materials for the Local Government Waste Tire Amnesty Grant Program fiscal year 2023-24 were due April 6, 2023.
  • Application materials for the Local Government Waste Tire Cleanup Grant Program fiscal year  2024-25 will tentatively be available in spring 2024.
