Environmental Justice Government-to-Government Program

Eligible entities include: 

• A partnership between a state and a community-based nonprofit organization.
• A partnership between a tribe and a community-based nonprofit organization.
• A partnership between a local government and a community-based nonprofit organization.
• US Territories, Freely Associated States, and tribal governments in remote areas.

If your organization is NOT eligible, we encourage you to partner with other eligible entities on a project. More information is available in the Request for Applications (pdf)(1,006 KB).

Below are examples of the types of activities which may be considered for funding under this solicitation. This list is provided for illustrative purposes only and is not all inclusive. 

• Cleanup of nonhazardous trash (e.g., scrap tires, construction debris) in underserved communities, especially where illegal dumping is an ongoing concern.
• Research that is incidental to the project design. 
• Public education. 
• Small-scale construction and demolition work (if needed for project). 
• Small-scale clean-ups. 
• Major disposal training. 
• Energy recovery projects training.
• Building refurbishments that reduce greenhouse gas emissions and other pollutants. 
• Mitigation of pollution.
• Remediation of lead or asbestos. 
• Community revitalization planning in support of climate resiliency and adaptation. 
• Development of disaster preparedness plans. 
• Community revitalization planning addressing local pollution and greenspace. 

• Lobbying as restricted in Title 2 of the Code of Federal Regulations (CFR) section 200.450 and the terms and conditions of Environmental Justice Government-to-Government assistance agreements. 
• Legal advice, services, or representation. 
• Travel for federal employees. 
• Projects or programs that are not eligible for funding under section 138(b)(2) of the Clean Air Act or the environmental justice implementation and training grant authority in EPA’s Fiscal Year 2022 Appropriation Act, Public Law 117-103.

EPA anticipates awarding approximately $70,000,000 of funding through 70 cooperative agreements nationwide, organized in four tracks of funding as follows:

• $20,000,000 annual appropriations for states partnering with community-based nonprofit organizations (CBOs) proposing projects for up to $1 million each. Approximately 20 awards for up to $1 million each are anticipated under this track.
• $20,000,000 of Inflation Reduction Act appropriations for tribal governments partnering with CBOs proposing projects for up to $1 million each. Approximately 20 awards for up to $1 million each are anticipated under this track.
• $20,000,000 of Inflation Reduction Act appropriations for local governments partnering with CBOs proposing projects for up to $1 million each. Approximately 20 awards for up to $1 million each are anticipated under this track.
• $10,000,000 annual appropriations for U.S. territories, freely associated states, Puerto Rico, and tribes in remote areas proposing projects for up to $1 million each. Approximately 10 awards for up to $1 million each are anticipated under this track.
