How to Certify Your Risk and Resilience Assessment or Emergency Response Plan

Electronic Submission

U.S. EPA strongly recommends you electronically submit your community water system’s certification statements for America’s Water Infrastructure Act (AWIA) section 2013/Safe Drinking Water Act (SDWA) section 1433. This will be the only reporting method where U.S. EPA will be able to provide an acknowledgement of receipt of your certification statement.

Please have your PWSID number available before you begin the certification process. If you need help obtaining your PWSID number, click here and on the screen click the caret next to the PWS Name field. Next, type your system’s name in the search box. The results of the search should illustrate your PWSID number next to your community water system’s name.

For users that are responsible for multiple community water systems and their associated PWSID numbers, you may set up or use one User ID and password when you register or login into your SCS account, which you access when clicking on the electronic certification link(s) below. When certifying to EPA the completion of the risk and resilience assessment and emergency response plan for multiple PWSID numbers (community water systems), use your one SCS account User ID and password for your submission. There is no need to set up or use numerous SCS account User IDs and passwords for this effort. NOTE: Ensure the person registering for or logging into your SCS account is also the certifying official for the community water system.

Email and Regular Mail Submissions

As an alternative to electronic submission, described above, community water systems may use the PDF certification statements below to certify completion of their risk and resilience assessment and/or emergency response plan. The statements can be submitted to EPA via the following methods:

1. Email signed copy to U.S. EPA at awiaservicedesk@epa.gov. In your email subject line please state "Risk and Resilience Assessment certification statement" or "Emergency Response Plan certification statement," along with your PWSID number.

2. Mail signed copy to U.S. EPA at the following address:

Please ensure that your RRA and ERP are compliant with the requirements set in AWIA section 2013/SDWA section 1433, prior to submitting the certification statements. Please do not submit your actual RRA and/or ERP to EPA with your certification statements; please keep your RRA and ERP documents in a secure location at your water system for at least five years.
