About the Office of Congressional and Intergovernmental Relations (OCIR)
What We Do
The Office of Congressional and Intergovernmental Relations is responsible for:
- Serving as the principal advisor to the Administrator on all Congressional Affairs and Intergovernmental relations.
- Serving as EPA's principal point of contact for Congress and Intergovernmental organizations and the coordination point for interaction by other Agency offices and officials with these entities.
- Serving as the liaison for the Agency with the national associations for State and local officials.
- Partnering with State and local governments to strengthen cooperative federalism through Executive Order 13132 and federalism consultations.
- Managing EPA’s E-Enterprise for the Environment (E-Enterprise) program, comprised of environmental government officials from EPA, States and Tribes.
- Managing the Agency’s congressional and gubernatorial correspondence process.
