Small Community Advisory Subcommittee (SCAS)
The Small Community Advisory Subcommittee (SCAS) is an independently-appointed subcommittee of the Local Government Advisory Committee.
The Local Government Advisory Committee (LGAC) is an independent, policy-oriented advisory committee that provides advice and recommendations to the EPA Administrator on critical environmental issues impacting local governments.
Chartered under the Federal Advisory Committee Act in 1993, the Committee is composed of elected and appointed officials from local, state, Tribal and territorial governments across the United States. LGAC Charter 2023-2025 (pdf)
EPA presents specific questions or charges to the LGAC for input, which are discussed by workgroups or the Small Communities Advisory Subcommittee. Once developed, recommendations are presented, discussed and voted on at public meetings.

LGAC Membership
The LGAC is comprised of elected and appointed officials from local, state, Tribal and territorial governments. This may include mayors, county executives, city managers, Tribal and territorial government leaders, commissioners and others that represent key interests of local governments. EPA expressly values diversity, equity and inclusion, and encourages the nominations of individuals from diverse backgrounds, so that the LGAC and SCAS look like America and reflect the country's rich diversity.
New members are solicited each Fall and will be announced in the Federal Register. See box to the right for more information.
LGAC Meetings
All meetings of the LGAC and SCAS are open to the public and announced via the Federal Register at least 15 days in advance, in accordance with the Federal Advisory Committee Act.
