Risk Evaluation for 1,1,2-Trichloroethane
In July 2026, EPA released the draft risk evaluation and associated technical support documents for 1,1,2-trichloroethane under the Toxic Substances Control Act (TSCA) for public comment. EPA designated 1,1,2-trichloroethane as a high priority chemical in December 2019 and the chemical is currently undergoing risk evaluation.
EPA will accept public comments on the draft risk evaluation for 60 days in the TSCA docket (EPA-HQ-OPPT-2018-0421) at www.regulations.gov.

What is 1,1,2-Trichloroethane?
1,1,2-Trichloroethane (CASRN 79-00-5) is a colorless liquid, with a sweet odor, and it is highly flammable. The primary use of 1,1,2-trichloroethane is in plastic and petrochemical manufacturing. Information from the 2016 Chemical Data Reporting (CDR) for 1,1,2-trichloroethane indicates the reported production volume is between 100 and 250 million lbs/year.
Draft Risk Evaluation for 1,1,2-Trichloroethane
EPA's draft risk evaluation for 1,1,2-trichloroethane identifies unreasonable risk to workers driven by inhalation and dermal exposures across multiple conditions of use. The draft risk evaluation did not find unreasonable risk to consumers, the general population, or the environment.
In the draft evaluation, EPA used chemical-specific monitoring data, exposure modeling, and the best available scientific information to assess possible exposure for workers (inhalation and skin contact), consumers, and the general population (including environmental releases to air and water). EPA also evaluated potential risks to aquatic and terrestrial organisms and did not identify unreasonable risk to the environment.
EPA will move quickly, after peer review and public comment, to finalize the risk evaluation. Should EPA continue to find unreasonable risk, EPA will then propose risk management actions under TSCA to reduce or eliminate unsafe workplace exposures.
EPA emphasizes that this evaluation is draft and does not represent a final Agency determination regarding the risks posed by this chemical. The findings and conclusions may change based on feedback received during the public comment period. Additionally, the release of a draft evaluation does not alter or impact any existing protections, regulations, or risk management measures currently in place for this chemical. All current safeguards remain in place.
