Clean Air Act permitting in Puerto Rico is the shared responsibility of the Puerto Rico Department of Natural and Environmental Resources of the Commonwealth of Puerto Rico and EPA Region 2. The Puerto Rico Department of Natural and Environmental Resources is responsible for minor New Source Review (NSR) and Part 70 Operating Permits. EPA Region 2 retains the responsibility to issue and implement the PSD permits.
