The United States Environmental Protection Agency (EPA) is announcing its decision to issue EPNG a CAA title V operating permit renewal for their Laguna Compressor Station in accordance with 40 CFR §§ 71.7 and 124. This compressor station operates under an existing Part 71 permit that has to be renewed every five years pursuant to the CAA. The location of the Laguna Compressor Station is approximately 5 miles southeast of Laguna, New Mexico in Cibola County. The EPNG Laguna Compressor Station is an existing facility that has been in operation since 1958. EPNG applied to renew this title V operating permit to authorize this facility’s continued operation of equipment that produces emissions to the air. The facility has three engine natural gas compressors, and two auxiliary natural gas compressors. There are no new construction activities or operational changes associated with the renewal of this final title V operating permit.

EPA prepared a draft permit and held a public comment period from May 21st through June 19th, 2020. EPA also offered the public an opportunity to request a public hearing. There were no requests for public hearing received during the comment period. EPA reviewed and responded to the written comments received during the public comment period. The full text of all public comments and other documents relevant to EPA’s decision regarding the Laguna Compressor Station title V permit renewal are available through the online docket at www.regulations.gov, docket identification number EPA-R6-OAR-2020-0280, including EPA’s Response to Comments document, the Basis for Decision to issue the permit, and also the final title V operating permit [40 CFR § 71.11].

Within 30-days of this decision, any person who filed public comments on the draft permit can petition the Environmental Appeals Board to review any conditions of the permit being appealed. Please see 40 CFR § 71.11(l) for the specific requirements for the petition.  The final permit will be effective immediately after 30 days of issuance if there are no appeals to the Environmental Appeals Board.
