Summary

The United States Environmental Protection Agency (EPA) is announcing its decision to issue EPNG a CAA title V operating permit renewal for their Laguna Compressor Station (Facility) in accordance with 40 CFR §§ 71.7 and 124. The Facility operates under an existing Part 71 permit that has to be renewed every five years pursuant to the CAA. The location of the Facility is approximately 5 miles southeast of Laguna, New Mexico in Cibola County. The EPNG Laguna Compressor Station is an existing Facility that has been in operation since 1958. EPNG applied to renew this title V operating permit to authorize this Facility’s continued operation of equipment. There are no operational changes associated with the renewal of this final title V operating permit other than the installation of a new Caterpillar 688 horsepower, natural gas fired spark ignition (SI) 4-stroke lean burn (4SLB) emergency generator reciprocating internal combustion engine (RICE). This emergency generator (AUX A-03) will serve as a backup power source only to be used during power outage. The hours of operations used to calculate the potential to emit (PTE) for the emergency engine is 500 hours/year. The emergency generator engine will replace the two (2) existing full-time generator engines, indicated in the former Part 71 permit as units AUX-01 and AUX-02. The hours of operations used to calculate PTE for AUX-01 and AUX-02 was 8760 hours/year. These two Ingersoll-Rand units are no longer authorized to operate and have been retired on site with the fuel lines disconnected and AUX A-03 has been added to the renewal permit. Also, EPNG proposed the removal of the diesel tank indicated as an insignificant emissions unit (Insig16) in the former Part 71 permit. The Facility station no longer stores any diesel or fuel oil; EPNG only handles new lube oil or used oil. 

EPA prepared a draft permit and held a public comment period from January 14th through February 13th , 2026. EPA also offered the public an opportunity to request a public hearing. There were no requests for public hearing received during the comment period. EPA reviewed and responded to the written comment that was received during the public comment period. The full text of all public comments and other documents relevant to EPA’s decision regarding the Laguna Compressor Station title V permit renewal are available through the online docket at www.regulations.gov, docket identification number EPA-R6-OAR-2025-0121, including EPA’s Response to Comments document, the Basis for Decision to issue the permit, and also the final title V operating permit [40 CFR § 71.11].

Within 30-days of this decision, any person who filed public comments on the draft permit can petition the Environmental Appeals Board to review any conditions of the permit being appealed. Please see 40 CFR § 71.11(l) for the specific requirements for the petition. 

Since no comment received requested a change on the draft renewal permit, during the public comment period, the final title V permit for the El Paso Natural Gas Company, LLC - Laguna Compressor Station will become effective immediately upon issuance [40 CFR § 71.11(i)(2)(iii)].
