Written comments must be submitted by email to r10_air_permits@epa.gov (r10_air_permits@epa.gov) on or before May 23, 2025, include “Initial PotlatchDeltic Title V Permit” in the subject line).

Public hearing: You can request a public hearing on the revised draft permit. Requests for a hearing must be received in writing by EPA at the contact e-mail address listed above on or before May 23, 2025 and contain your reasons for requesting a hearing. If a public hearing is held, the comment period will be extended through the date of the public hearing.

Summary

The EPA is seeking public comment on an initial title V air operating permit to PotlatchDeltic Land and Lumber, LLC for its wood products facility located in St. Maries, Idaho on the Coeur d'Alene Reservation. The St. Maries Complex is a major source of air pollution, and title V of the Clean Air Act requires such facilities to obtain an operating permit. A title V permit grants PotlatchDeltic permission to operate in accordance with the conditions of the permit. The permit includes all air pollution requirements that apply to PotlatchDeltic, including emissions limits and monitoring, record keeping, and reporting requirements. It also requires that PotlatchDeltic report annually to EPA its compliance status.

The EPA received significant comments on an August 21, 2024 draft permit, and consideration of those comments resulted in significant changes to the permit. Region 10 is now requesting public input on a revised draft permit.
