Title V Program Evaluations in the Pacific Southwest (Region 9)

EPA’s Pacific Southwest (Region 9) implements and enforces federal environmental laws in Arizona, California, Hawaii, Nevada, the Pacific Islands, and 148 Tribal Nations.

EPA's Pacific Southwest (Region 9) performs Title V Operating Permit program evaluations of large permitting authorities with 20 or more Title V sources. The purpose of the program evaluation is to identify good practices implemented by the state/local agency, areas needing improvement within the state/local program, and ways in which EPA can improve its own oversight role.

2005 Maricopa County Air Quality Department (MCAQD) AZ Title V Program Evaluation: Maricopa County Environmental Services Department (MCESD) (pdf) (1.72 MB, May 18, 2005) MCAQD was named Maricopa County Environmental Services Department (MCESD) at the time of the program evaluation. Note Regarding Maricopa County's Correction of Program Deficiencies: At the end of the program evaluation of Maricopa County, Region 9 issued a Notice of Deficiency (NOD) to the County to ensure that the County's Title V program meets regulatory requirements. The Notice of Deficiency to Maricopa County was published in the Federal Register with an effective date of May 17, 2005. On November 9, 2006, EPA announced that Maricopa County had corrected the deficiencies identified in the NOD, and EPA signed a Federal Register notice resolving the NOD. This notice was published in the Federal Register on November 20, 2006.
