Training Video

Learn about varying approaches for addressing PFAS in the pretreatment program and specifically POTWs receiving industrial discharges. EPA HQ and regions will share strategies for locating, targeting and permitting PFAS discharges in the NPDES permitting and pretreatment programs.

EPA speakers will walk through the contents and highlights of the memo and provide training on implementing its key components:

  • How to identify PFAS sources and create a PFAS Industrial User Inventory
  • How to develop a PFAS sampling plan for POTWs
  • Real world examples of permitting language and monitoring results

Presenters

  • Al Garcia (EPA Region 8, Denver) previously worked at a local municipality and has significant experience providing regulatory control to industrial and commercial facilities, including sampling, inspections, permit writing, compliance evaluation and enforcement. He oversees state authorized Pretreatment programs in UT, ND, and SD as well as oversight of the CO NPDES permitting program.
  • Aron Possler (EPA Region 3, Philadelphia) is a Life Scientist and member of the Pretreatment Team, Permits Section, Clean Water Branch of U.S. EPA Region 3 since June 2020. He received his bachelor's degree in Biological Sciences from the University of Delaware in 2021 with minors in public policy and philosophy.
  • Justin Pimpare (EPA Region 1, Boston) is the Regional Industrial Pretreatment Program Coordinator for EPA’s New England Office. Jay oversees and coordinates all pretreatment activities throughout the six New England States. Prior to his position as Regional Pretreatment Coordinator, Jay was a multi-media investigator with EPA’s Investigations & Analysis Unit at EPA’s Regional Laboratory.
  • Rebecca Christopher (EPA HQ) is a biologist in the industrial branch, where her portfolio includes both industrial NPDES and Pretreatment, and focuses on the intersection of the CWA with other statutes and regulations involving industrial pollutants, including hazardous waste, Toxics Release Inventory, groundwater-surface water hydrologic connections, and contaminants of emerging concern.
