Training Video

This intermediate level webinar presents helpful information for NPDES permittees on how to calculate typical permit parameters from sampling data including weekly and monthly averages, monthly flow, and pollutant load. It also covers common issues such as how to use non-detects, round numbers, and proper unit conversions. The last part of the webinar will be helpful to permittees in the 26 states that submit their data using NetDMR. This section covers common issues in setting up and maintaining a CDX account and familiarizes participants with useful resources.

Presenters

  • Juan Ibarra is an NPDES inspector in the EPA Region 6 Enforcement and Compliance Assurance Division.  He has 28 years of wastewater experience, focusing primarily on Industrial and Municipal Wastewater Treatment plant inspections, and Concentrated Animal Feeding Operations (CAFOs).  He is a graduate of the University of Texas at Austin, and enjoys swimming, gardening and working at the EPA.
  • Emilio Llamozas works in EPA’s Region 8 Enforcement and Compliance Assurance Division specifically within the National Pollutant Discharge Elimination System (NPDES) Enforcement Section. Emilio’s work involves performing wastewater, pretreatment and stormwater inspections and leading enforcement actions when needed. Emilio began his EPA career in 2003 after graduating from college. He started in the Air and Toxics Technical Enforcement Program where he performed inspections at different air stationary sources including oil and gas facilities and portland cement plants. In 2011, Emilio transferred to the Water Enforcement Program. Emilio has a Bachelor of Science degree in Chemical Engineering from Brigham Young University.
  • Cornell Gayle, P.E. – EPA Region 4 Field Office and Lab, Athens, GA – Cornell D. Gayle is a Professional Civil Engineer who works with the Environmental Protection Agency providing support to states and local municipalities ensuring compliance with the National Pollution Discharge Elimination System requirements. Cornell understands the value of clean water and its ability to physically and emotionally unite or divide communities. He has supported states in post disaster recovery through supporting the re-establishment of water and wastewater services. As he travels around the nation he educates grade school students, Federal and State inspectors, and facility operators on the importance of proper treatment of water and colleting accurate data to ensure our limited public water resources are safe.  Cornell is a Licensed Professional Civil Engineer with the state of Georgia. He also holds Certified Inspector and Plan Reviewer Licenses with the Georgia Soil and Water Conservation Commission. He has received many awards over his career. Cornell’s latest award is a Bronze Medal for his work supporting the restoration of water service to Wilmington and Hanover Counties in North Carolina after the devastation of hurricane Mathew in 2016.  Cornell holds a B.S. in Civil Engineering from the Georgia Institute of Technology.
