2024 Revisions to 2 CFR Part 200 Regulations – Impacts to Tribes as Federal Award Recipients
The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called the Uniform Grants Guidance) is a government-wide framework for grants management and a set of rules and requirements for federal awards. During this webinar, the EPA provided an overview of recent changes to the Uniform Grants Guidance that became effective on October 1, 2024, with a particular focus on changes that impact Tribal governments as federal award recipients.

Participant Support Costs
This webinar provided information on Federal regulations and EPA policies governing participant support costs.  These types of payments, which EPA has expanded in 2 CFR 1500.1 to encompass a wide range of activities to encourage environmental stewardship, are an important feature of many EPA financial assistance programs.

EPA Grant Terms and Conditions for Fiscal Year 2025
This webinar provided training on the new General Terms and Conditions that went into effect on October 1, 2024. This webinar also covered changes that were brought on by the revisions to the Uniform Grants Guidance, 2 CFR Part 200.

2024 Revisions to 2 CFR Part 200 Regulations
Earlier this year, the Office of Management and Budget (OMB) published substantial updates to the Uniform Grants Guidance at 2 CFR Part 200 that become effective on October 1, 2024. The EPA presenters reviewed the most impactful revisions to help guide our grants’ stakeholders through these changes.

Training for EPA Pass-Through Grant Applicants, Recipients, and Subrecipients
This training was intended for EPA grant applicants and recipients that plan to use EPA funding to provide grants to other entities through “subawards.” This type of EPA grant recipient is considered a pass-through entity because the goal of the grant is to further award EPA funds. This training focused on:

  • Oversight responsibilities of EPA pass-through entities 
  • Federal regulations that govern pass-through entities and the recipients of subawards (subrecipients) 
  • EPA’s specific requirements for subrecipients 

EPA pass-through entities are encouraged to share this training information with their subrecipients.

This webinar was intended to help grant applicants learn how to find and successfully apply for competitive EPA grants. EPA also provided an overview of the competition process from application through evaluation and selection.

Fraud Awareness and Prevention
The EPA Office of Inspector General's (OIG) Office of Investigations presented a Fraud Awareness Briefing. During the briefing, EPA OIG’s Office of Investigations provided a background of the OIG’s responsibilities, investigative priorities, fraud, updated EPA grant general terms and conditions, mandatory disclosures, updated uniform guidance, and whistleblower protection.

New EPA Davis-Bacon Grant Term and Condition Webinar
This training discussed EPA’s new Davis-Bacon Term and Condition that is required for certain programs that involve construction activities.

Procurement, Subawards, and Participant Support Costs Webinar
This training covered procurement regulations and requirements. Specific topics included: best practices for contracts, consultants, equipment, and supply purchases; review of subawards (grant awards provided by a pass-through entity to a subrecipient); and participant support costs (payments to individuals who participate in grant activities but are not employees of the grant recipient).

Indirect Cost Rates
The indirect cost training provided an understanding of how indirect cost rates are calculated and approved. In addition, presenters reviewed EPA’s Indirect Cost Rate Policy and the Indirect Cost Rate Agreement Term and Condition, and reviewed which rates are allowable for the different recipient types. Presenters also discussed how to properly apply an approved rate to its approved base and how to apply the 10% de minimis indirect cost rate correctly.
