Request for Applications to Support Tribal Participation in E-Enterprise 2024-2029

General Information
EPA is soliciting applications from eligible applicants to support Tribes in participating in E-Enterprise for the Environment. EPA intends to award $1 million over 5-years to one recipient through a cooperative agreement.
The goal of this cooperative agreement is to provide training and technical assistance to an eligible organization that is broadly representative of federally- recognized tribes and familiar with tribal environmental issues, programs, and data management.
This cooperative agreement will enhance tribal participation in the E-Enterprise collaborative partnership through which EPA, states, and tribes work together to improve the way we protect the environment and human health. E-Enterprise relies on three key principles to improve environmental program implementation:
- Early and meaningful dialogue with partners who make decisions together,
- Streamlined and simplified processes, and
- Sharing of technology, where it makes sense, to optimize effectiveness.
Specifically, selected applicants will support tribes in their participation in E-Enterprise Governance Groups, as well as provide training, technical assistance and communication/outreach so tribes can be better engaged in E-Enterprise projects.
The scope of work is broad and may involve supporting topics that relate to many environmental program areas (commonly referred to multi-media or cross-media) including but not limited to air, climate, water, chemical safety, land clean-up and revitalization, enforcement and compliance, and environmental justice. Interested applicants are strongly encouraged to view the E-Enterprise presentation via Prezi and the E-Enterprise 101 webinar to learn more about the E-Enterprise for the Environment Program prior to attending the information session as we will not use this informational session to provide background on the E-Enterprise program.
Historical Funding
In January 2018, EPA announced the first grantee under the Tribal Support for E-Enterprise cooperative agreement. EPA provided $625,000 over 5-years to provide training and technical assistance to an eligible organization that was broadly representative of federally- recognized tribes and familiar with tribal environmental issues, programs and data to provide outreach to increase and enhance tribal participation in the E-Enterprise for the Environment (E-Enterprise). The overall goal of this cooperative agreement was to enhance tribal participation in E-Enterprise. The recipient promoted discussion, collaboration and partnership among tribes, states and federal agency representatives.
