Cleanup Status
Note: The EPA is the lead agency for managing cleanups at this facility.
EPA Region 3 has determined that Corrective action is complete without Controls for the Facility. A public notice was posted in the Juniata Newspaper on June 4, 2013, and was followed by a thirty (30)-day comment period that ended on July 3, 2013. The Final Decision and response to comments became effective July 8, 2013. The Final Decision was signed on July 24, 2013.
Cleanup Background
There was a release of approximately 30 gallons of No three, fuel oil on December 22, 1989. However, based upon information in the October 2010 Environmental Indicator (EI) Inspection Report, this release was properly addressed. In 1997, when Technitrol closed the facility, all closure procedures were followed and all hazardous wastes were disposed of properly. Although there have been no recent environmental investigation at the site, none is warranted based on past and current operating practices. The most recent inspection was a file review conducted by Pennsylvania Department of Protection in 2007, no violations were noted.
There is currently an unused 8,000 gallon No. two fuel oil underground storage tank (UST) located at the facility. The Facility is currently planning to remove the UST by December 2013.

The Technitrol, Inc. facility is a 0.8 acre parcel located in northeast Philadelphia, Pennsylvania. The site is located at the intersection of East Allegheny Avenue and Emerald Street. The vicinity of the site is a combination of light industry, commercial and residential property. A location map and a Facility layout are attached as Figures one and two, respectively. The Facility currently is a five story building with a basement. Approximately 99 percent of the facility is covered by structures or pavement.
The Facility was used by Technitrol Inc from 1965-1997. Prior to Technitrol’s purchase of the property, the property was owned by the Krout and Fite Manufacturing Company. Krout and Fite operated a knitting mill at the site. In 2010 Technitrol Inc was purchased by Pulse Electronics Corporations. From 1965 to 1997, Technitrol manufactured electronic products and systems (transformers, pulse transforms and delay lines) at the Facility. On September 19, 1997, Technitrol donated the property to Impact under the Commonwealth of Pennsylvania Department of Community and Economic Developments, Neighborhood Assistance Act. Any and all existing property and assets were removed from the facility with the exception of 458 storage boxes containing paper records that remain in the building. Impact currently uses the building for offices, classrooms and conference space.

No contaminants above levels of concern exist at the Facility.
