Marine Protection, Research and Sanctuary Act Permits

The Marine Protection, Research and Sanctuaries Act (MPRSA) protects human health and the environment by limiting or preventing activities that would harm human health, welfare, amenities, the marine environment, ecological systems or economic potential. After the opportunity for a public hearing, an MPRSA permit can be issued to authorize the transportation and disposition of specific materials in the ocean.

  • General Permits

    General permits authorize the disposition of materials that will have minimal impact on the environment and are released in small quantities.

  • Research Permits

    The EPA may issue research permits for the disposition of materials into the ocean as part of a research project, when it is determined that the scientific merit of the project outweighs the potential effects that may result from the activity.

  • Dredged Material Permits

    Under the MPRSA, the disposition of dredged material into the ocean is authorized by the USACE with the EPA’s written concurrence.

  • Emergency Permits

    MPRSA emergency permits authorize the disposition of material into the ocean in emergency situations where there is an unacceptable risk to human health and no other feasible solution.

  • Special Permits
