People wanting to comment on EPA’s proposed decision must submit comments to EPA within the 30-day comment period ending 7/31/2026. Interested persons may also request a public hearing on this proposed remedy. All comments and/or requests for a hearing must be submitted in writing via mail, fax, or email to the EPA Project Manager, Christine Kimak as listed below, and must be received prior to 7/31/2026. All comments will be considered in making a final decision.

Summary

 The U.S. Environmental Protection Agency (EPA) is announcing its proposed decision (Statement of Basis) for the former Millennium Specialty Chemicals’ (Millennium) St. Helena Manufacturing Facility in Baltimore, Maryland, as required by the Resource Conservation and Recovery Act (RCRA). The proposed decision consists of dredging and placing a subaqueous cap in a 1.31-acre “Cap Area” and dredging and backfilling a 0.05-acre “Hot Spot Area” in Colgate Creek.
