Public Comment Period for Proposed RCRA Permit
INTRODUCTION
Pursuant to the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act of 1976 (RCRA), and as further amended by the Hazardous and Solid Waste Amendments (HSWA) of 1984, the U.S. Environmental Protection Agency (EPA) proposes to issue a RCRA Part II Permit to Hazmat Inc., 6300 Stadium Drive, Kansas City, MO 64129; for operations at its Kansas City facility, located at 6300 Stadium Drive, Kansas City, MO 64129.
BACKGROUND
Hazmat Inc. is a commercial waste management facility authorized to store and treat hazardous waste, as defined by state and federal laws and regulations. The Hazmat facility in Kansas City stores and treats containerized hazardous waste. Hazmat Inc. operates several buildings on approximately 3 acres that are on the east side of the Blue River in the Leeds District. The facility has produced bulked hazardous waste and sent it to facilities that utilize the waste as supplemental fuel since 1985.
The Missouri Department of Natural Resources (MoDNR) reissued a permit for the storage and treatment of hazardous waste on Nov. 9, 2020. MoDNR originally issued the permit in 1985. EPA’s Part II Permit covers three listed hazardous waste codes: F032, F034 and F035. MoDNR has not adopted nor been authorized for these codes.

The 45-day public comment period begins March 22, 2021, and ends May 5, 2021. Comments must be submitted before the end of the public comment period.
ADDITIONAL INFORMATION
A formal public hearing has not been scheduled but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to Jim Aycock at the address listed above and must state the nature of issues to be raised at the hearing. EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the permit.

EPA will issue a final RCRA Part II Permit to Hazmat Inc. only after the public comment period ends and all comments are reviewed. EPA may modify the permit based on any new information and comments from the public.
