The HPI Chemical Products Removal Superfund Site encompasses four former pesticide formulation and distribution facilities owned by HPI Products in St. Joseph, Missouri. These facilities house thousands of containers of pesticide and herbicide containing hazardous substances, pollutants, and contaminants. EPA is currently conducting a cleanup of the site, including characterizing and bulking these wastes for proper disposal.

As of September 2023, EPA has bulked and properly disposed of over 2,500 waste containers at the site. Thus far, over 26,000 containers have been inventoried in preparation for disposal.

The facility addresses in St. Joseph are as follows:  

  • 222 Sylvanie Street
  • 317 West Florence Road
  • 1421 South 11th Street
  • 1301 South 11th Street

Site Background

EPA began its involvement at the site in 2007 with the Resource Conservation and Recovery Act (RCRA), which regulates active operating facilities that generate hazardous waste. RCRA inspectors from EPA and the Missouri Department of Natural Resources (MoDNR) discovered numerous violations of RCRA regulations and attempted to bring the HPI facilities into regulatory compliance though various enforcement mechanisms.

In 2022, a federal judge ordered HPI Products to stop operations for failure to comply with previous efforts to resolve longstanding violations of state and federal environmental laws.

In 2023, EPA’s RCRA program referred the HPI sites to EPA’s Superfund Emergency Response and Removal program to assess and dispose of wastes improperly stored at the site.

What is Superfund?

Superfund refers to hazardous waste sites and EPA’s cleanup process. It is the common name for the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This federal law authorizes EPA to clean up contaminated sites.
