Public Comment Period for Proposed RCRA Permit

INTRODUCTION

Pursuant to the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (RCRA) of 1976, and as further amended by the Hazardous and Solid Waste Amendments (HSWA) of 1984, the U.S. Environmental Protection Agency (EPA) proposed to issue a RCRA Permit to Lone Star Industries Incorporated, dba Buzzi Unicem USA, 100 Broadhead Road, Suite 230, Bethlehem, PA 18017; for operations at its Cape Girardeau facility, located at 2524 South Sprigg Street, Cape Girardeau, MO 63701.

BACKGROUND

Lone Star Industries Incorporated, dba Buzzi Unicem USA, operates a dry-process rotary cement kiln with a four-stage preheater/precalciner at its Cape Girardeau facility. The kiln produces clinker, the main ingredient in Portland cement. Coal is the main fuel used to heat the kiln system; however, solid and liquid hazardous wastes have been used as supplemental fuel since April 1992.

This proposed permit allows Lone Star Industries Incorporated, dba Buzzi Unicem USA, to store and treat “characteristic” hazardous waste, as well as several F-listed hazardous wastes, as specified in the Part A Permit Application, and to treat hazardous wastes in the industrial furnace.

PUBLIC COMMENT PERIOD

EPA encourages the public to review the proposed permit. Any interested persons may submit written comments on the proposed permit.

The 45-day public comment period begins Sept. 23, 2020, and ends Nov. 9, 2020. Comments must be submitted before the end of the public comment period.

  • Provide alternatives if you disagree with permit conditions.
  • Submit comments by Nov. 9, 2020.

EPA will issue a final RCRA Permit to Lone Star Industries Incorporated, dba Buzzi Unicem USA, only after the public comment period ends and all comments are reviewed. EPA may modify the permit based on any new information and comments from the public.
