Senate Confirms Jeffrey Hall as Assistant Administrator for EPA’s Office of Enforcement and Compliance Assurance

WASHINGTON – The United States Senate has confirmed Jeffrey Hall to serve as U.S. Environmental Protection Agency’s (EPA) Assistant Administrator for the Office of Enforcement and Compliance Assurance. Appointed by President Donald J. Trump, Jeffrey Hall will work in this new role to advance the agency’s core mission of protecting human health and the environment and EPA Administrator Lee Zeldin’s Powering the Great American Comeback Initiative. 

“Jeff Hall has been absolutely pivotal in advancing the critical work of the Trump EPA this year, and I’m confident he will be exceptional in his new role. I have no doubt that Jeff is going to continue to deliver on this agency’s mission of protecting human health and the environment through the implementation of the agency’s statutory obligations, and ensure Americans have access to clean air, land, and water. I am looking forward to working closely with Jeff Hall as we Power the Great American Comeback,” said EPA Administrator Zeldin.

I was blessed to serve in an acting role for this position, and that time and my time since observing the enforcement and compliance program has afforded me an invaluable opportunity to see how the program can more effectively assure compliance with the law while furthering the rule of law and economic growth,” said EPA Assistant Administrator for the Office of Enforcement and Compliance Assurance Jeffrey Hall. “I look forward to working closely with the talented career staff to ensure that the program embodies clarity, transparency, consistency, efficiency, and accountability in all its work.” 

“Jeffrey Hall’s professional experience gives him the expertise he needs to effectively lead the EPA’s Office of Enforcement and Compliance Assurance,” said Senator Shelley Moore Capito (R-WV), Chairman of the Senate Environment and Public Works Committee. “Throughout his career as a litigator, prosecutor, and legal advisor, Mr. Hall has demonstrated his ability to carry out the EPA’s statutory authority, promote regulatory compliance, and enforce environmental regulations. I am grateful to President Trump for his nomination of Mr. Hall, and I look forward to seeing Mr. Hall take the helm at OECA.”

The Office of Enforcement and Compliance Assurance targets nationally significant air, land, water, and chemical hazards and supervises regional offices to ensure that all Americans have access to clean air, land, and water. EPA’s enforcement and compliance program is responsible for implementing key environmental statutes, including the Clean Water Act, Clean Air Act, Comprehensive Environmental Response, Compensation, and Liability Act, Resource Conservation and Recovery Act, and more.    

Mr. Hall was initially appointed by the Trump Administration to be OECA’s Principal Deputy Assistant Administrator. Shortly thereafter, he became the President’s nominee for OECA’s Assistant Administrator. Since February, Mr. Hall has served first as OECA’s Acting Assistant Administrator and then as a Senior Advisor to Administrator Zeldin during the confirmation process.  

Mr. Hall joined EPA from a small law firm, where he handled a wide variety of cases and litigated at all levels of the federal courts. Prior to that, he held several positions at the Department of Justice over the course of seven years, including Senior Counsel to the Associate Attorney General, Policy Counsel for the Assistant Attorney General for the Civil Division, and appellate attorney in the Environmental and Natural Resources Division. Prior to joining the federal government, Mr. Hall was an antitrust and securities attorney at a large law firm in Washington, D.C., and a clerk on the Ninth Circuit Court of Appeals. He holds degrees from Princeton University and Harvard Law School.
