1. 2023 GMG290000 GP Minor Modification
Minor Modification of the NPDES General Permit for New and Existing Sources and New Dischargers in the Offshore Subcategory of the Oil and Gas Extraction Point Source Category for the Western and Central Portion of the Outer Continental Shelf of the Gulf of Mexico (GMG290000). The permit issued on May 11, 2023, contained typographical errors in Part I.D.3 and Part I.D.4, Pages 48, 49, 52 & 53. There was also a typographical error in the Table of Contents. In accordance with regulations listed at 40CFR122.63 (a), the minor permit administrative changes have been made and approved on March 15, 2024.

2. Original and Draft 2023 GMG29000 Permit
Original 2023 GMG29000 Permit
EPA Region 6 reissued the National Pollutant Discharge Elimination System (NPDES) General Permit No. GMG290000 for existing and new sources and new dischargers in the Offshore Subcategory of the Oil and Gas Extraction Point Source Category (40 CFR Part 435, Subpart A), located in and discharging to the Outer Continental Shelf offshore of Louisiana and Texas on May 11, 2023 with an effective date of May 11, 2023, and an expiration date of May 10, 2028. Notice of the proposed permit was published in the Federal Register on July 22, 2022, starting a 60-day public comment period. A public meeting and hearing on the proposed permit were held on September 1, 2022. The public comment period ended on September 20, 2023. EPA Region 6 has considered all comments received and made several significant changes.
New dischargers wishing to be covered under this general permit may now submit eNOIs. Please note that Temporary NOI coverage and extended due date for filing an eNOI is 14 days. Operators who filed eNOIs under the previous permit, issued on September 30, 2017, are covered under this reissued permit until 60 days after the effective date of the reissued permit.

Draft 2023 GMG29000 Permit
On July 22, 2022, the Regional Administrator of Region 6 proposes to reissue the National Pollutant Discharge Elimination System (NPDES) General Permit No. GMG290000 for existing and new sources and new dischargers in the Offshore Subcategory of the Oil and Gas Extraction Point Source Category (40 CFR Part 435, Subpart A), located in and discharging to the Outer Continental Shelf offshore of Louisiana and Texas. 3. New Company, NOIs, NOTs & Other
If the eNOI system is unavailable at the time of issuance, new dischargers wishing to be covered under this general permit may submit temporary NOIs via email to the offshore specialist (Angove.Sharon@epa.gov or R6GenPermit@epa.gov) or via mail to U.S. Environmental Protection Agency, Region 6, Water Enforcement Branch (ECD-WE), ATTN: Offshore Specialist, 1201 Elm Street, Suite 500, Dallas, Texas 75270. Coverage will begin on the date the temporary NOI was received. Electronic NOIs (eNOIs) must be filed within 14 days of temporary NOI, unless the eNOI system remains unavailable after 14 days, in which case eNOIs must be submitted within 14 days of the eNOI system being available. A federal register notice will published soon, however new dischargers are now eligible for coverage.
4. Discharge Monitoring Reports (DMR)
The NDPES General Permit for Offshore Oil and Gas Operations in the Western Gulf of Mexico (NPDES GMG290000) requires facilities to submit quarterly monitoring reports to EPA. Below are links and guidance documents that can help permittees fill out and submit their DMRs to EPA Region 6.

5. EPA 24-Hour Reporting Application Portal
The permittee shall report information of incidents to the Offshore 24-Hour Reporting Application Portal at the following address within 24 hours of the time the permittee becomes aware of the circumstances.
