    The EPA's National Pollutant Discharge Elimination System (NPDES) permit program helps address water pollution by regulating point sources – such as wastewater treatment plants – that discharge to waters of the U.S.

The EPA issues all NPDES permits in Massachusetts, New Hampshire, New Mexico, the District of Columbia, and U.S. territories (except Virgin Islands), as well as certain federal facilities and permits on Tribal lands. Other states have been authorized by EPA to issue their own permits (see a list of current state authorizations).
