4. Facility Type and Size

The facility is a vehicle assembly plant.  Foxconn is proposing a project to increase the number of vehicles produced from 75,000 vehicles per year to 350,000 vehicles per year. The Project will allow Foxconn to produce a variety of vehicles, including electric.  The facility is a PSD/Title V major stationary source. The Project will be located at the General Motors Lordstown Complex in the city of Warren, Trumbull County, Ohio.

5. Sources of Emissions

The plant is major for VOC.  The Project will install a new E coat and traditional 2 coating line primer/surfacer system.  Existing emission units affected will be an e coat system with thermal oxidizer, 3-wet process primer surfacer system, final repair, facility wide adhesives and sealers and miscellaneous solvents.

6. Type of Fuel

Natural Gas is used to fuel the boilers, ovens, flash-off zones, and thermal and catalytic oxidizers, and to provide heat and process steam, air makeup units.

8. Emission Control Technology

New thermal oxidizer to control VOCs from the new E-Coat System (K034) and new Primer Surfacer System

Existing catalytic oxidizer for existing E-Coat System (K017)

Two Existing carbon adsorber wheels and one thermal oxidizer for topcoat (K025) and miscellaneous solvent usage (K033)

The permit application associated with this permit was received on 02/08/2023, with an updated application received on 04/12/2023.

10. Stack Height and Diameter

For existing sources affected by the project:

K025: vertical round stack-243.0 ft high, 7ft diameter

K025: twenty-five vertical round stacks- heights ranging from 101 ft to 114 ft, and diameters ranging from 1.2 ft to 12.92 ft.

K027: two vertical round stacks- both 101 ft high and 6.2 ft diameter

K033: vertical round stack- 114 ft high and 12.92 ft diameter, shared with K027 and K02

Facility wide fugitive area- 60 ft high and 99 ft x 99 ft area
