Ozone-Depleting Substances (ODS) Recordkeeping and Reporting
EPA has issued a series of regulations to phase out the production and import of Class I and Class II ozone-depleting substances (ODS). The regulations include reporting and recordkeeping requirements for producers, importers, and exporters of Class I and Class II ODS. EPA provides reporting forms and instructions to assist entities in fulfilling these requirements. Previously, EPA required reporting entities to submit reporting forms through EPA’s Central Data Exchange (CDX). EPA intends to retire the existing ODS program reporting service within CDX in September 2026 and replace it with a new CDX program service titled “HFC-ODS-R.”
All ODS reporters will need to register with the new HFC-ODS-R program service in CDX and begin using this access point for ODS reporting starting September 2026.

Report Submission Calendar
Both Class I and Class II reporting forms are due 45 days after the end of the reporting period. A detailed control period calendar identifying when specific reports are due is also available.

Petitions
EPA allows the import of used ODS to ease the transition to ODS alternatives. EPA has a petition process to verify that the ODS were actually used. Petition requirements are available in 40 CFR 82.13(g)(2) and 40 CFR 82.24(c)(2), (3), and (4). EPA must receive the petition 40 working days before the shipment is to leave the foreign port of export.
The petition must be submitted electronically through CDX, on an as needed basis, and include the following information about the used ODS:
- From what type of equipment was it removed?
- Who removed it?
- When was it removed?
- How much was removed?
- What chemical was used to replace the ODS, or was new equipment installed, or was the equipment no longer needed?
- If new equipment was installed, what type of equipment is it?
- If it is used halon, was it from a halon bank?

Imports for Destruction
- How much is being imported for destruction?
- Who is the importer and who are the intermediaries assisting in aggregating the ODS for destruction?
- Which U.S. port of entry and when is the exempted date of arrival?
- Which country is it being export from?
- Who is destroying the ODS and where is the facility located?

HFC Reporting
EPA has issued a final HFC Allocation Rule under the AIM Act to phase down the production and import of hydrofluorocarbons (HFCs). The rule includes reporting and recordkeeping requirements for entities and EPA provides reporting forms and instructions to assist entities in fulfilling these requirements. EPA may also require reporting under the Greenhouse Gas Reporting Program. For more information please visit the Greenhouse Gas Reporting Program website.
