Report: Summary of Infrastructure Investment and Jobs Act Clean Water State Revolving Fund Capacity Reviews

Why We Did This Report

We initiated an evaluation to summarize the EPA OIG’s prior Infrastructure Investment and Jobs Act, or IIJA, Clean Water State Revolving Fund, or CWSRF, capacity reviews to help inform the EPA’s efforts to build the capacity of recipients to manage and use funds.

Summary of Findings

The grantees in our series exhibited commonalities in their capacity to use IIJA CWSRF funds, including: 

  • Sufficient financial capacity to manage and use the funds.
  • Mixed levels of organizational capacity to manage and use the funds.
  • Limited human capital capacity to manage and use the funds.
  • Limited stakeholder capacity to manage and use the funds.
