Background
Trans-Cycle Industries of Ohio, LLC (TCI) is a facility located at 150 Ira Bean Parkway in Richwood, Ohio. TCI performs electrical equipment decommissioning, dismantling, and recycling services for utilities and other industries. These services are performed on equipment that does not contain regulated concentrations of polychlorinated biphenyls (PCBs). For equipment received at TCI that contain regulated concentrations of PCBs in oil (greater than 50 parts per million PCBs), TCI stores the equipment until it can be shipped to an approved disposal facility. TCI stores this PCB equipment in accordance with a Toxic Substances Control Act (TSCA) PCB Commercial Storage Approval that was issued by the U.S. Environmental Protection Agency (EPA) on April 27, 2018.
In September 2020, TCI purchased the land and building adjacent to 150 Ira Bean Parkway. TCI submitted an application to EPA requesting a modification to their existing approval to (1) add another PCB storage area in the newly purchased building, (2) decrease the size of their PCB storage area in the building at 150 Ira Bean Parkway, and (3) decrease the overall maximum volume and weight of PCBs to be stored at their facility.
The modified TCI Approval would allow TCI to store up to 31,100 gallons of PCB liquids in Articles (transformers, capacitors, and other equipment) and containers (drums); up to 17,500 pounds of articles that were drained of their PCB liquids; and up to 67,500 pounds of PCB debris and solids at their facility in Richwood, Ohio. This results in an approximate ten percent decrease of maximum allowable PCB quantities.
EPA has determined the company has shown the operation does not present a risk to human health or the environment. The 2018 approval and modification outlines specific conditions under which TCI must operate the facility. The proposed modification would be issued conditionally and will not be effective until EPA inspects the storage areas when built and modified to ensure that they meet the specifications in TCI’s application for modification, or if EPA is unable to inspect the storage areas due to travel restrictions, upon inspection of relevant documents such as photographs and as-built drawings.
EPA took comments from the public on the proposed modification to the approval for TCI located at 150 Ira Bean Parkway, Richwood, Ohio. The draft modification to the PCB commercial storage approval was open for public comment from July 28 to August 28, 2021. Copies of the draft modification to the PCB commercial storage approval and supporting documents (the TCI modification request, application and other documents) are located at the Richwood-North Union Public Library. Comments were accepted on the draft approval modification. Before a final decision is made, EPA will review and respond to any and all comments from the public on the proposed approval modification for TCI.
