Facility Description

The Republic Services Itasca Landfill is a 425.8-acre municipal solid waste facility located in Hill County. It is located on Farm to Market Road 66, approximately two miles east of Interstate Highway 35W. The Itasca Landfill operates as a Type I municipal solid waste disposal site, which means it is designated for non-hazardous solid waste. The facility accepts municipal solid waste (MSW), Texas Class 1 (non-hazardous industrial) waste, and PCB-contaminated waste.

Facility Layout

The current permit boundary for the municipal solid waste landfill covers an area of 425.8 acres. Of this, approximately 272.2 acres are available for solid waste disposal. There are two distinct solid waste disposal units within the 425.8-

acre permit boundary:

1. North Unit (45.4 acres)

2. South Unit (226.8 acres)

The North Unit consists of 24.8 acres of pre-Subtitle D lined area and 20.6 acres of Subtitle D lined area, which has limited remaining capacity. Importantly, the North Unit will not be used for the disposal of TSCA PCB waste.

The South Unit, which spans 226.8 acres, is designed for extensive waste management operations. Within the South Unit, there is a designated area (phases 4,5,6,15B,16B/17) that can hold up to 14.5 million cubic yards, currently authorized for the disposal of both PCB (polychlorinated biphenyl) and non-PCB waste. The maximum allowable capacity for PCB waste disposal is 100,000 tons each year This ensures the responsible handling of PCB waste materials while prioritizing environmental safety.

Additionally, the landfill includes a Liquid Waste Bulking Facility that accepts liquid wastes. These wastes are solidified with bulking agents before being disposed of in the landfill. The existing Liquid Waste Bulking Facility is situated northwest of the scalehouse.

Summary of PCB Operations

Waste will only be disposed of in the designated 272.2-acre solid waste disposal area. No other waste disposal activities are permitted within the 425.8-acre Itasca Landfill permit boundary.

The Itasca Landfill is authorized to dispose of non-liquid polychlorinated biphenyls (PCBs) in accordance with 40 CFR § 761.61, 40 CFR § 761.62, and 40 CFR § 761.79. Additionally, PCB small capacitors and PCB liquids with concentrations of less than 500 parts per million (ppm), as defined in 40 CFR § 761.60(a)(3), are also allowed for disposal at this landfill. According to Title 30 TAC § 330.15(e)(8) of the TCEQ Municipal Solid Waste (MSW) Rules and Regulations, PCB wastes exceeding 50 ppm cannot be accepted for disposal in an MSW facility unless authorized by the United States Environmental Protection Agency (EPA).

The following waste treatment and disposal units are specifically authorized for the solidification and disposal of PCB waste:

Landfill Phases 4, 5, 6, 15B, and 16B/17
Conditional approval of Phases 7 through 14, provided that the EPA grants written approval for the phases that have been completed in accordance with approved EPA and Texas Commission on Environmental Quality (TCEQ) plans and have received written operating approval from the TCEQ.

It is important to note that the disposal of liquid PCBs is strictly prohibited in the approved cells designated for solid waste disposal.

To ensure compliance with environmental regulations and safety measures, the disposal of PCB waste is capped at a maximum of 100,000 tons per year. Additionally, the solidification of PCB-containing liquid waste within the liquid waste bulking facility is limited to no more than 1,000,000 gallons annually. Any exceptions to these limits must be requested and approved in advance, ensuring that proper safety and regulatory protocols are followed.
