EPA Updates Annual Pesticide Registration Maintenance Fee Materials for FY2024

The U.S. Environmental Protection Agency (EPA) is notifying pesticide registrants that the Agency has updated its annual pesticide registration maintenance fees webpage and fee tables. Registrants will need to access their product filing forms, pay maintenance fees, and return completed documents to EPA for processing by Jan. 16, 2024.
The maintenance fee for fiscal year (FY) 2024 for each registered pesticide product will be $4,875, the same amount as for FY 2023. The maintenance fee is unchanged from the FY 2023 level because collections in FY 2023, the first year under the Pesticide Registration and Improvement Act of 2022 (PRIA 5), closely met the annual average collection target of 42 million dollars specified in PRIA 5 and because the number of products subject to the per product fee is not expected to significantly change.
PRIA 5 directs EPA to collect, to the extent practicable, an average amount of $42,000,000 in pesticide registration maintenance fees annually for FYs 2023-2027. Fees increased from $3,400 to $4,875 for FY 2023 to comply with PRIA 5 after it was implemented in Dec. 2022. PRIA maintenance fees and pesticide registration fees together account for approximately one-third of funding for pesticide program activities, with the remaining funding appropriated by Congress.
All registrants with Federal Insecticide Fungicide and Rodenticide Act (FIFRA) Section 3 pesticide product registrations, including those that were initially registered by a state under FIFRA Section 24(c), will receive an email to notify them of the FY 2024 updates. Registrants should use the new fee tables, instructions, product listing, and filing forms available on the Annual Pesticide Registration Maintenance Fees webpage to submit their full payment and maintenance fee package.
