Clean Ports Program: Grantee Resources
The first progress report deadline for the Clean Ports Program has been extended to August 29.
This first report should include any grant-related activities completed between the project period start date and June 30, 2025.
Once complete, please send your progress report to your EPA Project Officer and cleanports@epa.gov.

Build America, Buy America Act
The Build America, Buy America Act strengthens Made in America Laws and will bolster America’s industrial base, protect national security, and support high-paying jobs.
BABA requires that on or after May 14, 2022, the head of each covered federal agency shall ensure that “none of the funds made available for a federal financial assistance program for infrastructure… may be obligated for a project unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States,” (Section 70914(a)). EPA is a covered agency, and equipment and infrastructure purchased using Clean Ports Program funds are subject to BABA requirements.

EPA issued a targeted, time-limited Public Interest General Applicability Waiver of BABA provisions for certain zero emissions mobile port equipment purchased under the Clean Ports Program. EPA believes that the limited scope and duration of this proposed waiver incentivizes manufacturers to invest in increasing domestic production capacity, while helping to ensure a sufficient supply of mobile port equipment available for Clean Ports Program projects in the near term.
